No its not ok. Its called leading people on to the STALKING bandwagon. In my opinion its the biggest mistake one could ever make and that just makes you a user!

you're either giving him the green light to continue liking him, building up his hopes which only leads to him becoming a source of annoyance cuz dude really thought you were digging him in return when all you wanted was your back scratched (no not literally) or you're giving him the idea that he can start asking things (that may not be appropriate) of you and got him thinking like a d*ck head cuz dude too dumb to realize that you're just not that chick.
but on the flip side, if you tell him that you don't think that he and you will work out and he still does you favors... then i think it's fair game. he was warned! lol
